Amtrak is essentially owned and operated by the U.S. Government. It is very aware of ADA regulations and is quite accommodating of wheelchairs. Seating for wheelchairs is limited so call in advance and inform Amtrak of any special needs. Seating is on the lower level on specific railway cars equipped with fully ADA compliant restrooms.
Certain cars are also equipped for overnight wheelchair passenger sleeping. There is a small separate room which includes an accessible bathroom.
All trains are accessible from the loading platform by a removable ramp which the conductor puts in place for wheelchair passengers.
Dining and lounge areas are on the second level and are not generally accessible. Conductors, however, are available to bring food and beverages to passengers requiring assistance.

The PHX Sky Train is an automated train that transports travelers between the 44th Street and Washington Valley Metro Light Rail, the East Economy parking area and Terminal 4 in its first stage.
The Phoenix Sky Train is free, fast, convenient and very wheelchair accessible but has a short route of about 2 miles. It has 3 stops which connects Terminal 4, the East Economy Parking and the 44th St Station. (NOTE: from the 44th St. Station you can board the METRO Light Rail or City Bus, which connects you to the surrounding Phoenix area). From airport Terminals 2 and 3 you can take Airport Shuttle Bus (all are wheelchair accessible) to get to Terminal 4 and the Sky Train.

The Valley Metro Light Rail is a terrific method to access a good portion of the valley from Phoenix to Tempe to Mesa. It is fully wheelchair accessible and quite inexpensive. It generally runs east/west and a bit north into Phoenix, making approximately 28 stops along the way including many of Phoenix's top attractions, cultural destinations and hotels.
The Light Rail route is limited and does not generally go north or south throughout the greater Phoenix area. To augment the geography you can take the Metro City Bus which is fully wheelchair accessible and covers a broad footprint throughout the Phoenix area.
It's easy to roll-on /off with only an inches between the platform and train.
There is plenty of available seating but make sure your brakes are working well because you're not locked down.
There are no restrooms or food on the Metro Light Rail.
Take the 3rd St./Washington (Westbound) or 3rd St./Jefferson (Eastbound) exit for Chase Field, US Airways Center.
There are many great downtown Phoenix hotels located within a block of scheduled stops in Phoenix. A quick, inexpensive route from the airport. About a 15 minute ride to downtown Phoenix from the airport.
Take the Mill Avenue/Third Street exit for Arizona State University (although ASU has a huge campus).

All Phoenix Valley Metro buses are wheelchair accessible and are equipped with wheelchair lifts.
The Metro bus system is 1st rate and provides broad coverage throughout the greater Phoenix area. They do a great job in Phoenix!

They currently offer one Wheelchair van unit. Their 2018 pricing was 80.00 an hour with a 2 hour minimum ($160.00) which is the same price of any of their sprinters.

This includes accessible bus and rail services as well as door-to-door and curb-to-curb ADA Paratransit service for riders who, because of a disability, are unable to use the bus and rail service for some or all of their trips.
Accessible Van Rentals

Accessible van rentals are expensive and cost $100-$150 per day plus mileage. Many charge an additional $50-$90 for delivery and pick-up services. Some rental companies will not add hand controls or provide transfer/swivel seats, preferring to rent to able bodied persons who drive persons confined to wheelchairs.
