Jim’s Accessibility Comments:

San Francisco has several tour bus companies as you might suspect including City Sightseeing, Big Bus and Tower Tours. None of them are wheelchair accessible or ADA compliant. On their websites (and voice mail messages) they say they need 48 hours notice to arrange alternative transportation but this is non-sense. Their buses are not accessible unless you can walk up the steps. While SF and California pride themselves on being ADA compliant, their accessible tour bus industry is non-existent.
